Currently, this set is listed separately from the base set. Is this correct? I was under the impression that it was an insert/parallel.

Just like the Upper Deck First Pitch sets, they were issued as a sepatate wax product. (Check out this ebay listing.) Just like all the other products that were separate products, they get treated as separate products. These were handled through IRs that Admin had to make these changes.
