Okay, here's my question. Or dilemma. Would you have a card graded with the intention to sell it if a player just got elected into the hall of fame? I looked up psa grading. Cheapest is $20 for a card that has an estimate of $249 if I remember correctly. But average return is up to 65 days.

I have struggled with this choice as well. My suggestion is when studying the PSA grading price data, look at the time history as well. How frquently does it sell quickly, review pre-auction estimates/asking vs. prices realized. There are several was to find this data. Check e-bay solds as well. If it is a high demand card you could be good.

That's the problem I have, I haven't found another one yet. So I don't have much to go on.

A good historical info tool is the COLLECTABLE app. It's free. It provides prices realized from hundreds of auction houses.

I tried looking for that app, I must be typing something wrong. Closest thing I found was a site called vintage card prices. Of course you need to be a 'vpi' to view auction results. My card is a 1998 Bowman Golden Anniversary Randy Moss rookie numbered to 50.

Maybe it is an Apple app only. Just checked it for your card. I checked all my other resources. Not many of these cards out there. Not the same as an HOF RC but Sportlots has an Elway for $100. Tough call to grade or not. Sorry couldn't find one.

FWIW, PSA has a free tool to look up past sales: https://www.psacard.com/auctionprices
I think the eBay data only goes back 12-18 months from whenever they released it several months ago.
If you know anyone with a PSA membership, you can get rates as low as $7 (minimum 100 cards, under $100 declared value each) under their bulk services.
Once elected to the HOF, most of the bump in price has already been built in and stays in a fairly narrow trading range, possibly even going down as the population increases. I did pretty well earlier this year with Adrian Beltre RCs submitted to PSA after he hit the 3K hits milestone and people started assuming that would get him in the Hall. IMHO, it's worthwhile for anyone over 50% in voting this year who didn't make it.
