I agree with others on the timing of this set. Perhaps a teenage kid that was trying to find a father's day or grandparents day gift?

Imagine a set released today of "Full House" or "ER", both shows deserving of a release, just decades late.

Nah, this was most likely targeted towards a nostalgia market.  

Probably never put on shelves with more current licensed products except on secondary market places (flea markets, etc), and the sort of thing you asked for, or put on a pull/want list when you heard it’s in production.

The Pacific Gunsmoke cards were mainly  sold at retail stores, Walmart, Ben Franklin, K-Mart and other retail chains of the era. The card stores as you know them had very little participation is this product. Retail distribution ensured a sellout of the product and got the Gunsmoke cards to the fans of the show. It was a very successful nostalgic card set in 1993. Fans of the long running show bought them up and appreciated having the cards. 
Pacific also made card sets for: Leave it to Beaver, The Andy Griffith Show, Wizard of Oz, I Love Lucy.
Wild Wild West and My Three Sons were scheduled but never produced.

I have this set but I'm older and grew up on the show. Topps did a TV Westerns set in 1958 that has 10 cards for Gunsmoke thats a very nice set as well.
