Contenders ticket cards started up in 1998 but I agree that this does looks like UD was aping the gist of that design a bit. The "busting" out of frame element is a nice look though.

I bought a wax box of these when they came out and have liked them ever since. I'm pretty sure I have all the base cards, but not the numbered rookies. I'd like to complete it someday.

Doesn't really work for me. Looks more 90's than 2000's.
