Most of the Topps sets from the 70s and 80s are less desirable than their OPC counterparts. They are smaller sets, and it's my understanding that they generally had higher print runs. The 1989 Topps set is an exception. While it was a smaller set than the '89 OPCs, I recall reading that OPC had gone back to the presses a second time and had printed a whole bunch of extra cards, which effectively flooded the market, and made the Topps set the tougher of the two to complete.

A decent if not great looking set from Topps.
The card design has the appearance of ice on it.
Rookies are Leetch and Sakic.

The 1989-90 Topps set contains 198 standard-size cards. There are 66 double-printed cards which are marked as DP in the checklist below. The fronts feature blue borders on top and bottom that are prone to chipping. An ice blue border is on either side. A team logo and the player's name are at the bottom. The backs contain yearly statistics, playoff statistics, game-winning goals from 1988-89 and highlights. The key Rookie Card in this set is Joe Sakic.
