Exactly. We do list partial parallels of the base sets (provided they are numbered the same and they follow all of the normal "parallel rules") as "Parallels".
Just a note for newer members reading this - there was a time when "Parallel" was not an option for insert/related set type. So not all sets have been moved into the correct sections (even though this was implemented about 6 years ago). If you see any not listed in the right spot, if you have the ability to move it and are confident that it should be moved, please do so. If you do not have the permissions or would like another opinion on it, please submit an inaccuracy report on the set you think should move (go into its checklist and submit it from there) and state which section you would move it to. If the resolver that picks up that ticket agrees, it will be moved. If they do not agree, they will explain why they don't agree (and might even ask another resolver for a third opinion). Thanks.
