What is the difference between these 2 sets? Seem like the same set to me.

From what I see, nothing. The set added to the 20th anniversary set (recently) was added erroneously and should be removed. I have already submitted the IR and proposed for it to be removed, collection data and all, as it would duplicate people's collections to transfer the data over.
