I believe these are both one in the same.....I see NO example of 'regular' grey pennants, as the red foil version is a grey felt pennant, albeit with a red foil end instead of silver foil end like the other versions. Currently there are more examples in the red foil insert, and only one in the grey set, with a decidedly very red foil end like the red foil versions. Might I suggest the grey insert set be removed?

You're correct, as can be seen on comc.com.  The set names are based on the border colors/felt.  The set name "Gray Felt" is correct, there's no "Red Foil" set.  Corky probably added the "Gray Felt" because he didn't see it listed.  The easiest is to change "Red Foil" to "Gray Felt" and delete the "Gray Felt" created by Corky on 01/11/20.
