I have this, and if it weren't for the set of cards, I would agree it is a sell sheet. However, it is the same size, layout, paper, design, etc. as the set. There are tons of promo cards out there that have sales information on the back. If you list the set, I think you have to list this as a promo.

Does ANYONE want to clarify what the hell they are talking about in this old thread?! People keep re-surfacing this thread without actually adding info to the thread to specify what reply in the thread that they are talking about in their own reply. Info can't be added to TCDB without clarification!

It is the same design, size, cardboard, layout, etc.  If that set did not exist, I agree it is a sell sheet. However the card is indistinguishable from the other cards in this set without closer examination to see it is a promo.  

Items like this that span categories are always problematic to classify.  My first impression was that this should be listed like a promo card since its form matches that of the Commemorative Sheet set.  However, based on the verbiage on the back it is not a promo for the Commemorative Sheet set, it is promoting the base card set.  Unfortunately I think that tips the needle slightly in favor of the Sell Sheet classification over listing it as a promo card.  If it made any mention of the Commemorative Sheet set I would argue hard the other way.

It is too bad that we cannot inventory Sell Sheets in the database, there's quite a few I would add to my want list if I could.

I see your point, but this does say "Commerative Issue" at the top, and the set cards say "Commerative Sheet".  Weird verbage if it is intended to be just a sell sheet. Also specifically calls out it is a "Promo" in the approximate location where the Serial Numbers are in the regular set.  Seems odd to disqualify it as a promo card because of the information on the back, but I understand.  This is just so similar to the Commerative Sheets that I think the question will keep coming up. Anyone who has one or has seen the commerative sheets will assume this is a promo card for that set, there really are no major differences between the two, other than the lack of a blank back.
