The base set has 249 cards and this Collection (insert?) set has 265 cards. This feels closer to a parallel than insert to me.

1) What exactly is the difference between a base and this insert?
2) Is this a better fit as a parallel?

Hard to tell what's goin on here - looks like there may be several images of cards in the Collection set that don't belong. I don't know enough about it, but when looking at cards 1 & 3, there were no differenced, but #2 shows a clear difference. And could be a parallel. Let's see what's up with the set's images first.

The 265-card set is just the factory set and thus probably shouldn't be listed as an "insert", but I don't know whether all or only some cards in the factory set featured different photos. If all of them are different then many of the images uploaded here are wrong. If only some of them are different then the ones with differences should just be added to the base set checklist as VARs rather than list the entire factory set separately.

I guess Billy has already answered this with his comment from 2012 - base set has silver foil and factory set has gold foil (certainly not distinguishable from the scans). I would agree with the OP that the factory set should not be listed as an "insert".

Is the appropriate way to change from "insert" to "parallel" by marking it innaccurate? Maybe one of you already did it? Please advise and I will take action.

I just moved it.

It's neither an insert or a parallel...it's a related set, but closer to a parallel than an insert. It was not issued in packs, however factory sets generally are considered parallels here. 

Some images are new, but most if not all of them are simply painted jerseys, terrible. At least one uses the exact same photo, just with a new jersey painted over it. 

The Topps logo on the back also is a different color on some of the cards from the base and 1st Edition cards. 

I lost some of mine to a flood in 2015, can't afford to replace them due to the presence of LeBron's rookie. Lost some of the base set and the 1st Edition cards as well. This had been my favorite Topps flagship year but now I can't see them without remembering the flood, and even if I do replace them I can't get rid of the memories. Permanently destroyed my love of the set.
