Should this be 4 different parallel sets because of the four different colors? Or should it just be one. Just wondering for future reference.

Right, it should be one checklist for each color (black, cyan, magenta, yellow). Of course you have to be extra careful with sets like these because the checklists need to include SPs and subset notes too. Have a look at the parallel sets under the parallels and inserts link for the 2020 Update version to get an idea of how it should work.

First and foremost, you have to be sure ALL printing plates were issued/released.

Right - double checking all sources, and even having a little patience to see what's coming out of packs will help. Companies have been known to include only the base cards and there are also companies known to issue the SP/VARs as well.

It looks like they do exist for the base cards. There is one up for auction and one that sold on eBay.
