I realize some of us are being trolled into responding, but there are some blatant LIES being propagated in some of the posts before mine.

This thread that I post a link to is very much evidence that several members took A LOT of their time to attempt to explain how to create a checklist for uploading. It was very civil, never condescending, and there were many "big guys" in there attempting sincerely to help others understand how to enter a checklist, correctly and completely - the first time. (On a side note, when a checklist is entered correctly and completely the first time, it saves the "big guys" a lot of time - because it's only the "big guys" who have the permissions to do the things that fix the mistakes made. Two years back, someone neglected to include the SP VARs in a Topps set, and it took me about 3 hours to do the research and enter in all the VARs. Had I been given the opportunity to create the checklist and upload it, it would have taken about 30 minutes total. That is a significant time difference.) Anyway, to those saying that the "big guys" want to do it all themselves and don't help anyone else, that's a lie.
The statement regarding clarity is also a lie. Again, in the thread I posted above, everyone was very clear in explaining how a checklist needs to be correct and complete before posting. Additionally, if one goes back to the Permissions page, and clicks on the link for Level 5 Guidelines, this page is displayed: https://www.tcdb.com/Permissions.cfm?MODE=Level5&ACTION=Review, which gives VERY SPECIFIC info on how to format a checklist, how to upload it, and when the preview is shown, that if it doesn't look right, to "Start Over" and not proceed. (There is also wording in there [it's all from Admin] regarding "the checklist will not get imported properly causing unnecessary extra work to try to fix the problem" [emphasis added by me].)
I spend, on average, about 2 hours per day working on IRs. I know there are a few others who have been spending that, close to that, or maybe even more time than that doing the same. I would question how Admin used to get through so many requests prior to turning it over to the membership, but there were less sets and less members being so critical of every little thing. Since the IR system was turned over to the membership, approximately 116 IRs have been resolved daily. Some are simple (fix team, fix notes, etc.). Some are more complicated and require more IRs be entered (duplicate set, or these 100 cards don't belong on the checklist) and those can take a few hours to complete. And yet some others (such as add VARs for x set) can take days (the 1991 Fleer IR actually took me 3 weeks to "resolve"). This is no insignificant task for those who do this. I would caution anyone who thinks "that should be a simple fix" to actually go into the IRs and see exactly what it takes to get something done. In many cases, there is no "quick fix".
