No, Topps has been doing this for years. You want to know why?
I have no freaking clue. It makes zero sense to me. The only explanation I can think of is that the refractor kind of looks like the base card and can be easily missed if you don't know what you're looking for. However, for the other parallels (xfractors, blue, red, orange, negative, etc.) anyone could tell that those cards are special, so Topps didn't bother putting refractor there. It still bothers me though, I wish Topps would be consistent.
