Panini, Topps and Upper Deck all have places on their websites where you can report missing or damaged cards. Even if a product says "on average", a report will usually get you something.
My last encounter with a missing "hit" was a Panini Torque racing blaster that was missing the MEM card. Not only did they send me a MEM card (Dale Earnhardt Jr. at that), but they also sent me an AU/RU SN20 card of Austin Dillon. A few months later, I got a Dual RU card in a trade that was missing a piece of MEM. I reported it and mailed it to them for replacement. After 2 years of nothing, I'd given up. But then the original card I sent in was returned to me with a note that they couldn't replace it. They also included a National Treasures AU/RU booklet SN20 that I quickly sold for $20.
It's worth the effort and wait when they screw up.
