1989-90 Hoops Announcers

The back images of Rick Barry and Pete Van Wieren's cards are different than the rest.

1. They say copyright 1989 (the rest all say 1990)
2. The text on back is black in a yellow box (the rest all have blue text and no yellow boxes)
3. They are both numbered 1 of 1 in the upper left on back (no others are numbered)

It makes me wonder if versions exist that match the rest of the cards and if these were created before the rest and should be listed separately? 

Since they were never released to the public, it's hard to say.

The limited Announcers promotional cards were issued to some of the top names in the field and have entered the marketplace. 

They were indeed issued to the public. They were given to the announcers to give out to whomever they saw fit to give them to. No different from any team issue that you got at events. (Different from team sets sold in team stores)
