The base cards have the white flakes on the card while the snowflake parallel has kind of metallic flakes that you can see better in person and feel of you ran your fingers across them.

This is where it would of been helpful if someone had put in release notes explainimg the difference before the set was locked from editing...

The base the snowflakes are "flat" and part of the picture. The parralel the snowflakes are....well tough for me to choose the right words, but are "bumpy," and a bit shinier. Best I can describe after a few minutes sitting here is the snowflakes are like the spray on snow you can put on Christmas Trees.
The difference is much more prominant in hand than in scans.
