1991 Topps Baseball Forum

The pre production industry individual cards are rare enough. How many of these panels were releases? Is this how they were originally found? I have other sets of other different kind  panels that I feel are eligible so I'm just wondering if this one card set is appropriate and ok for approval. 

From what I remember (it is 30 years ago now), these were the only way the cards were distributed. Dealers and collectors hand cut (or used fancier cutters) to be able to trade/sell the individual players (as a lrge portion of the collecting hobby at the time seemed to prfer 2.5" x 3.5" items.
