I acquired several of the cards from the subject set but when I went to list them in my collecction, I found problems. We have 4 different sets listed - 1. by O-Pee-Chee https://www.tcdb.com/ViewSet.cfm/sid/162245/1989-O-Pee-Chee-Ghostbusters-II, 2. by Topps https://www.tcdb.com/Checklist.cfm/sid/86182/1989-Topps-Ghostbusters-II?PageIndex=1#6223206, 3. by Topps Australia https://www.tcdb.com/Checklist.cfm/sid/140247 and 4. by Topps New Zealand https://www.tcdb.com/Checklist.cfm/sid/140248.
The OPC and Topps(USA) sets both have all the images listed. But already there is a problem. The #1 card in the OPC set https://www.tcdb.com/ViewCard.cfm/sid/162245/cid/10402118/1989-O-Pee-Chee-Ghostbusters-II-1-Ghostbusters-II is wrong as it should look like this https://www.ebay.ca/itm/194241387264. The member who uploaded this card also uploaded all 87 other card images so I do not know if he actually had any OPC cards to scan and upload.
The Australian and New Zealand sets have no images so whether there is any difference or not to the set released in the USA, I do not know but if there isn't, if we start listing sets because they are released in a different country...
Back to the OPC set - as you can see in the link to card #1, other than saying it is OPC, there is no other distinguishing factors to the Topps set. The back is the same even though those scanned here appear darker than in the Topps set. I think that difference is because of the light in the scan. The packs they came in are marked either OPC or Topps but once out of the pack, I am not sure if anyone can tell the difference. This is not to say that they should not be listed as 2 separate sets; I am trying to figure out if there is a way to tell the difference.
In those I have, I did not get the #1 card so I cannot begin to guess whether they came from OPC packs or Topps packs.

If the rest of the cards are indistinguishable from each other no matter which pack they came out of, then I would think it should be listed as one set and the cover card should have variations. That would avoid having duplicate entries for the same card.

Problem is, I can't verify if there are any differences. I can't go by the images on the site if the 31 card image is defintiely in error; the Down Under sets have no images; the ones I do have look the same as the Topps but I don't know what packs they came from (beign in Canada, they could easily be OPC; the most reliable information is the ebay card but can't confirm that neither.
Usually OPC cards from that era are bilingual but as you can see from the ebay image, this does not look like the case for these.

Here's some more identifying info between US, Australia and NZ. No Canada mentioned on this link. Only Beckett has OPC listed so far with no set details. Shocking right?! Regina mentioned below is for ANZAC.

Regina (Australia) - 1989
Regina (New Zealand) - 1989
Notes: The Topps series was also distributed as a sealed factory set. The U.S.
Topps set had gray paper for card backs, while the Australian version was white
and the New Zealand version was creamy-white. Stickers were not included in
the Regina editions.

Ok, that helps identify the two sets down under. The OPC set was released in packs as we can see by the ebay link I posted. The problem is there is no "Printed in Canada" line. Only if someone knows they opened packs that were OPC can we confirm whether there is some difference between the Topps and OPC cards. The ones I got are all backs as described in your post.
Your info should probably be in the Release Notes for those two versions listed here. They are listed as parallels but right now, anyone having any of those single cards would not know what version they have.

I think Regina's should be separate sets altogether much like I see for other releases that year (Batman for example). Each looks to be a standalone set so should have standalone entries and then Release Notes added to each like you mention below. L8's, thoughts?
As far as OPC, yeah I helpless on that for now....

I agree on the separate sets. I was surprised to see them listed as parallels. They were distributed as sealed fasctory sets in all 3 countries.

IRs are in to split Australia and New Zealand off to separate sets, then it looks like we need to rename from Topps to Regina after double approval. I also submitted an IR to remove #1 from OPC so the correct version can be uploaded.

And how about all of the other cards in the OPC set? If the #1 card was uploaded in error and the same member uploaded all of the others, $$ to donuts, they are all Topps and not OPC.

You said there aren't any noticeable differences between the two for #2-88. If one is found, we'll remove the others.
