Since the Frank Thomas NNOF card is listed in the checklist, can the balance of the "blackless" set be listed in the checklist?

Admin would have to grant an exception. 

How do we go about obtaining that?

IMHO, it shouldn't be an issue since:

(1) The NNOF Thomas is already approved in the checklist

(2) Grading companies have recognized the variations and are labeling slabs accordingly.

To me this sounds more like a printing error more than a variation.

Ah, it was, but the Thomas took as a ERR in the hobby because it was his RC. But to the points made, it may get the exemption because a) grading companies are slabbing them, b) Thomas and c) 82 Topps has some of the same issue and that one is recognized here.

As for the exemption process, a detailed request to inlcude the links (articales and slabs examples) should be sent to Admin fr his perusal and decision.

The 644 Paul Assenmacher card should not be included on this list.  It should be:

624 Darrin Jackson.
