Can a Factory Set individual card be an SP?

Did a little more research. The 176-card set was printed on one 198-card sheet. There are NO short prints, but there are 22 double prints (DP). Nobody seems to know who started the "131/132 short prints" myth.

For some unknown reason even PSA lists 132 as SP instead of 44 DPs. Their article about the set doesn't even explain it, "Looking for an explanation for these short prints? No one seems to have the answer for sure."
