On every sheet of these stickers, there is a sticker that says what sheet it is. They are the same size as the stickers. Should they not be listed either as an insert set or in the checklist itself?

I feel that should, not much different than sweepstakes, or mail-in cards. They were included in how the cards were received.

If included, the Inserts, not base. They're basically a part of the packaging. Much like the top of a 1972 Sunoco stamp sheet.

But these are stickers as well as the hockey player stickers. I think insert or all attached to the end of the checklist as NNO.

They look analogous to a cover or title card to me, but the listing would probably make the most sense if they are cataloged as an 'Inserts & Related' set of title stickers, numbered 1 - 16.

There are 2 versions of each header sticker - copyright info on the right and copyright info on the left.
These should be an insert set as the base set can be "complete" without these.
