I have a 1990 Action Superstars #8/10 of Todd Zeile that does not appear to be recognized by the TCDB. Can anyone shed any insight into how to have it added?

Looks like it's probably part of an unlicensed set and we'd need a complete checklist for it to be added. I've been only able to find a partial list.
