Maybe he talking about something else. I have a Canon printer/scanner app on my phone. The phone doesn't do the scanning, it just operates my printer/scanner from my phone.

If the image data is being captured by the phone's / tablet's camera, then you are working with a photograph, no matter what the app calls itself. A scanner is a piece of hardware, a peripheral. It can be a dedicated flatbed scanner, an all-in-one printer/scanner/copier, or even a feed type scanner (although most collectors don't wan to put their cards through that type of device). The image that is created by the scanner usually needs to be straightened and/or cropped for use on this site. The straightening and cropping can be done with an image editing program on a computer, tablet, or phone. The file can be uploaded from any of those devices as well.
I hope this helps clarify what is meant by 'scanning' a card. Please don't misinterpret any unintentional 'tone' in my post; I offer this information as education only, not criticism.
