I initially thought this was asking for the best rotation at one time as in the best rotation that existed together. For the Detroit Tigers, I only dream about what should have been with their starting 5 rotation in 2014 of:
Justin Verlander
Max Scherzer
David Price
Rick Porcello
Anibal Sanchez
Unfortunately, they ran into a super hot Nelson Cruz when he was with the Orioles in the ALDS. They should have swept the O's that year and won it all, but the Tigers flamed out with their new manager Brad Ausmus. I liked Brad, but he squandered some incredible talent that year with Cabrera, JD Martinez, V-Mart, Castellanos, rookie Eugenio Suarez, Kinsler, closer Joe Nathan, and others.
For my all time Tigers starting five, we've had many great pitches so it would be hard to chose, but here's my all time starting five:

Hal Newhouser
Jack Morris
Mickey Lolich

If he keeps on the same trajectory for a couple of more seasons, Manoah will make the decision on #5 a moot point. Dude is a beast not getting close to the attention south of the border he deserves.

For the Devil Rays/Rays, I'm going with David Price, James Shields, Scott Kazmir, Blake Snell, and Matt Garza.
Price and Snell each have a Cy Young in their trophy case, and Garza has the franchise's lone no-hitter. Kazmir is a personal favorite of mine. He was an All-Star in '06 and '08 and led MLB in K's in '07, but mainly because when we got him in '05 the Devil Rays were SO bad, it was a thrill just to have one guy every fifth day that the other team had to deal with. His first couple years, his fastball/slider combo was ridiculous.
Props to Charlie Morton, too, for his 2020 postseason run, but he wasn't here very long.
