When is MLB going to release the final verdict on who stays and who goes?

From the cardinals perspective, I read on post dispatch today that there will be no changes to AA Springfield and AAA Memmphis (in my city).
Low A and Hight A Peoria and Palm Beach are switching leagues, but still have teams
State College and Johnson City are losing affiliation with Cardinals, but will operate in other leages that are being formed (such as leagues of college draftees)

I have heard that more than a few times about teams switching their High A and Low A teams. I wonder why that is.

Glad to hear that about Springfield, I was hoping they would stay affiliated. I hope the Royals keep Omaha and Northwest Arkansas at the least. I have a feeling Wilimington knows they won't stay affiliated and the same for Burlington.
If Arkansas (not NW Arkansas) and Springfield are staying, I have higher hopes for NW Arkansas and I'd imagine Oklahoma City will stick around too, maybe not with the Dodgers, but maybe with some other team (maybe Houston or Texas).

I'm only really paying attention to the International League, and not necessarily affiliations. The only one change I've seen is that Pawtucket is out and Worcester is in.

Pawtucket / Worcester switch is due to the stadium issues, not realignement. They didn't want to pay for a new stadium in Rhode Island and ownership preferred to move the concession away.

I know the thread started general in nature, but wanted to comment on the Cards info. Great to hear Springfield is staying but kind of sad to hear Johnson City is gone. I never went to a game, didn't follow their progress...heck never even knew which state they were in! But I remember the MiLB affiliate cities' flags flying over old-Busch back in my youth, and Johnson City was a staple. Ah, tradition.

Orioles have not made an official announcement yet, but rumors since the first possibility of a minor league contraction was Frederick losing its affiliation. Norfolk and Bowie are likely to stay put as AAA and AA, but unsure how Delmarva and Aberdeen are going to change leagues and/or levels.

I think the plan is for Aberdeen to go to A+ and Delmarva stay put.
