Mine would be cig suckers who station themselves near public entrances within arms reach of signage that advises them they can not do what they are doing and where they are doing it. A great lack of respect for other people.

In relation to driving besides the lights issue that has been mentioned one of my driving peeves is Not using turn signals when making major turns or lane changes and going the opposite direction than your turn signal (if it is even bothered to be used). Also making very dangerous moves like when an intersection that only has two lanes 1) a left turn ONLY lane and 2) the go straight or turn right lane and the guy in the left turn only lane ends up going straight. Similarly people who will use a left turn only lane to pass the rest of the traffic that is in the go straight or turn right lane because they are extremely impatient and then they end up going striaght or worse turning right.
