It has been illegal in all our provinces and territories for some time. Initially the fines for doing so were so small that people openly said they would continue to do it and pay the fine if caught. So, the fines have gone up with much more severe penalties. The link here https://www.canadadrives.ca/blog/tips/distracted-driving-laws-penalties-canada shows by province what you may expect to pay if caught. And for some provinces, the penalty goes up if you didn't learn from your first offense.
On a similar note, in Ontario roads, there is a law against stunt driving which is 50 km or more above the speed limit. Yesterday, one police officer stopped 5 cars inside an hour on our major divided highway all going 157 to 170 kms an hour (speed limit is 100 though you can comfortably do 120 without being pulled over). These individuals all had their car impounded for 7 days (some were rentals), lost their license for 7 days and will face a $10,000 fine. Then when they go to get insurance, you can just imagine what that will cost if they can find a company that will take them on. Another driver was caught doing 95 in a 40 zone in mid-December. The zone is 40 because there are 2 schools on the street side-by-side. Wonder how his Christmas was.
So if you plan to come to Canada for a visit, be aware and don't take home with you a pink slip from the police. But back to the topic in the original post: drivers who don't use their signal lights. It is actually a law that you must use them; they are not optional.
