I have a few of these cards that I can not identify. When I check it by brand the cards are not located there

Someone else might know better.. but my guess is its from one of the insert sets from the 1998 best minor league set. There are 2 different insert sets that are listed here but dont have a checklist. I would guess it belongs to that set.
