Does anyone know if there's a list for cards like this? They're sold in special packs of the game cards but not part of the game and I can't seem to find a list for them.

If they're inserted in packs but not part of the game (base set), then they're listed as Inserts.

Do you know what set you got it from? Are you sure these weren't just freefloating in the tins? Not sure if we have those listed anywhere yet.

From what I’m seeing on eBay, they seem to range over multiple years and sets.

IMO, the best way to list these might be a separate promo; e.g., "2019 Pokemon Kanto Friends Mini Tin Art Cards" . We know the release year for each mini tin art card set. The mini tins would be listed as Packaging.
