I've never heard of the Moscow Hockey Federation who seem to have officially licensed this item. The Russian Ice Hockey Federation would have been the licensor back in the early '90s, but he was playing in the NHL at the time so even that is doubtful. The card is not numbered so I do not believe it to be part of a set, but others may have a different opinion. The use of the same blurry picture used once on the front and twice on the back make me wonder, as does the English all over the card. I would suggest that this is an unlicensed card meant to capitalize on his popularity at the time.
