I haven't been able to locate this set. It's not the 1995 set as these have a different design and Eckersley isn't in the '95 set while Bordick is card #6 in the '95 set, not #4 as on this card. Also, it may be prior to 1995 since Eckersley last played with Oakland in 1995.

It is always suspicious when there is no brand or copyright.

Agree many have sponsors,

but there are others that simply show the law enforcement department that sponsored the cards and just show a message on the back.

I don't believe so per my original post which states why.

The CHP (California Highway Patrol) sets were hard to track and while I have a few different, the only A's set I have is the one listed as 1995. Is it possible that the 1995 set is actually a 1996 set and the cards you picture are 1995.
Maybe if it can be identified when the CHP changed their logo from a Shield to a Star it may help identify the year. An example of the Shield logo is on the set listed as the 1995 Police Padres.

The 92 set that has the link above is for the Clovis Police Department. They did a McGwire set and a Raiders Set.
The CHP did various years sets for the Padres, Angels, A's, Giants, Chargers and USC. They could have done others, but as far as I know, sets have never been available in bulk. Officer Friendly his hoarding them somewhere.

I have been searching for the 1995 Jason Giambi A’s CHP for like a decade, does anyone on this thread have any idea where or what direction I should take into finding it?
