Sarnia Lambton Drug Awareness Card(s?)

I have this Shawn Burr card that measures 2 1/4 x 3 1/2 and has a calendar on the back. It uses the same photo (and credit) as one of the Detroit Little Caesars cards (not sure which season, still working on figuring those out).

Does anyone know if this was part of a set or if this was a one-off thing.

If it was a set, or of multiple players, I could see us listing it here, but if it's the only one, not sure (it is on card stock, but it is a little thin). Also, I know Burr is from Sarnia, so it might not be a team thing but a "players from the hometown" thing. Again, this is the only one I have and know of.

All help is greatly appreciated.

A local police set (or single) sounds logical. Lambton is the county and also the name of the local college. There were a few active players in 1990 that were from Sarnia.
