I have the two dog tags pictured above, but can't find any set information or evidence any other baseball dog tags.  One of the Mattingly tags has the gold foiling ("1993" "Plus" on the front, "Player's Autograph" on the reverse) and the other does not.  "P" in the numbering seems to indicate they are both prototypes or promos.  Being number 4 would imply there could be 3 others.

Could there be a "P03" and this Don Mattingly one is the 4th?  And then what to make of the foiling/non-foiling difference between the two?

At first glance the difference as you put is that one has no gold stamping on either side while the other does. So I would first think that one is a printing defect and not a different version.

Is it possible the promos are multi-sport and not part of the football set?

I think the promos are not PR25000 despite what it says on the back of these.

Great find!  Potentially a new set should be created for the promos then?  It looks like I'll have to try to track down 3, 5, and 6 at least to come up with a checklist.  At least this is a start!

I definitely agree about the print run, based on how hard these are to track down.

Besides a complete checklist you also need to find out how they were distributed. In packs of what products(s)? Through dealers?
