Doesn't seem to be a rare card, but can't seem to find it on here. Here is an ebay auction with pictures- https://www.ebay.com/itm/1999-Press-Pass-Jimmy-Makar-Autograph-Crew-Chief-Club-/254649912755?mkcid=16&mkevt=1&_trksid=p2349624.m46890.l6249&mkrid=711-127632-2357-0 It is the same photograph as used in the 1998 stealth base set, but doesn't seem to match the Singings cards of the era.

Wasn't the Crew Chief club a promo?

They put crew cheif club on a bunch of late 90's (maybe early 00's) signature cards for crew chiefs.
