And regardless of what Panini plastered all over the card...it's NOT a rookie card. College cards are not rookie cards.

Welcome to the site. This card can be found by searching for the player's name, clicking on "Filters" then choosing the card number. This should be the first step for anyone looking for a specific card.

Yes, welcome! What Ed explained about searching with the filters is one of the best pieces of advice you'll get here. It's 100% the best way to search for and identify cards as opposed to the main search up top, which is more useful for finding sets, not individual cards.
Also, while it's true that not just any card with the "RC" logo on it is considered a rookie card here, cards of players in college uniforms can be considered RCs. They must be in products that fall under the "major release" category, which means nothing oddball, team-issued, or specifically college- and draft-related. That's why Panini Chronicles Draft Picks, a 100% draft product, has no RCs. However, 2021 Score, for example, does include RCs despite the players being in college uniforms, because it's a major release.

That is not a college card. Legacy is a major release that does not have players in pro unis yet. Are there rookies in Score?

In this case it is a college card because it's from Panini Chronicles (Legacy subset) so it's a draft card, not a major release. But otherwise you'd be correct, the actual regular Legacy product is a major release so the rookies in it would be RCs. (And yeah, Panini Chronicles does make things confusing as much as I like it!) Chuck's statement is his opinion but doesn't actually correspond to the site's rules.

Yeah, I get it. Like I said, it can make things more confusing. At least they label them as Chronicles Draft on the back. I wish they did something similar with their 3000 different Prizm versions since those are almost impossible to tell apart.

You are all absolutely wrong. The uniform has nothing to do with it. "Major Release" (TCDB created category) has nothing to do with it. The team printed on the card is a college team; the team logos on the cards are college logos; there are no mentions of any professional team on the cards. They are college cards and college cards cannot be rookie (RC) cards just because Panini puts the word "Rookie" or their "RC" logo on a card.
And it's not an opinion it's a hobby standard. It's sad that Admin allows the RC note on non-RC cards.
