So I think that I found the location for this card 2020 Panini Plates & Patches - 2018 Prizm Rookie Autographs Printing Plates Cyan #RA-JSA Jaylen Samuels \| Trading Card Database (tcdb.com) If this is where it belongs, should the card number be changed to "38" instead of "RA-JSA"?

The card number should be what is printed on the plate. If the plate card number is different from the original printed card number, then the the original printed card number should be referenced in Note 2. In this instance, if this plate was used to print card number RA-JSA, then the CardNum would be "38" and in Note 2, "Card #RA-JSA"
