Fair point on Upper Deck. Not being a hockey collector, I forget about them. And since I can't speak to that point, I can't say for sure if they fit my below thoughts. Quick edit to add that I never said it was a "Panini thing", though; I just said it was an issue, and I'd say the same about Upper Deck.
I don't necessarily agree on the alternative, though I'll leave it with just one thought so I don't drag it out on the thread. If these were all on-card autographs, I'd agree with you 100%. But they're sticker autos. So to me, it seems most likely that they're printing the cards and hoping to get the sheets back - which would also explain why some AU sets (that use actual numerals) are skip-numbered. I don't know what other motivation a company might have to insert an "Update" set like this one into a future product instead of taking your Sammy Watkins stickers and putting him on the checklist for a future product, unless you already had this card sitting around waiting for an AU sticker to get slapped on it.
Seems to me that more cards are wasted if this is the method. It would be more efficient to only print the cards that you have stickers for, rather than a ton of cards that you might get sticker AUs for, but can't be released if you don't. Just my two cents; I have no proof that this is their method.
