Promo, not error.
Edit to add: are the edges perforated? On this or Mark Jackson card you posted? There were three different kinds of promos issued for the set. We have only one listed, the promo panels. There were also individual cards, and then there were arena giveaways, which have proven exceptionally hard to track. I have been trying to figure out what I'm missing from the Knicks issue since 1996. My friend who I got them off of had lost the others before I got into basketball, I suspect. The team giveaways were perforated.
With the edges, try holding them up to a straight edge of some sort (like a ruler). Some of the perforated cards have been trimmed to make them appear to be the standard card. If they are hand trimmed they will probably be uneven. I took one in via trade last year that was trimmed and I missed it the first two times I looked at it, I don't think the person I got it from even noticed.
For what it's worth I think the Miller is a standard promo and the Jackson is from a team giveaway. The reason I think that is because the Knicks promos have no foil while the standard promos do. I am sure we had one of the standard promos listed at one point but it looks like someone may have had it removed for some reason, I know I have David Robinson standard promo in my collection.
VERY slow trading due to health problems. Not transferrable so safe to trade with, just moving is painful and can't always access the cards.
