Looks like a pretty cool printing error. Possibly some scrap foil fell on the sheet.

Maybe some sort of test sheet. And they used the foil bullseye so the cards wouldn't get released?

And I know for a fact that there was a pretty large back door at the facility for Classic.

Oh yeah, that looks like it. Looks like the card was part of a promo or advertising panel.
