I tried to read your single sentence post but got light headed part way through and thought I was going to pass out. So I am not sure if you mentioned there are 2 layout variations not listed on TCDB. Forget the glowing ink nonsense.
The INC * cards up to #283/BC-10 and the INC.** up to #520/BC-20 have a text layout variation on the back between the stats box outline and the wording below it. The DK (1-27) and some of the lower number cards below #50 do not seem to have this variation though.

I tried to read it but no offense to who typed it? My eyes got blurry and my left eye started watering. At first i thought it was my glasses, then realized it was non-stop with no periods or commas. Man that hurt my eyes....

As for the glow cards, I picked up a smattering of 1991 Topps regular and all-stars. I was able to find the light back glow, dark back glow and no glow for the All Star. I also was able to get those for the regular Canseco … well … except for the no glow. Then, jacksoncoupage stepped in and said he had one. He mentioned he’d send it to me, so that should be coming in soon – thanks!!!

There are a few auctions on ebay involving 1989 Donruss that are from the same user, but that's the only place where I see anything.
TLDR of the original post: supposedly some of the cards glow under black light (apparently like 1991 Topps) and he wanted us to add all possible VARs. No thanks.

I, too, couldn't find any solid info on 1989 Donruss glow backs. It is entirely possible that there is a glow version but I strongly doubt they are as apparent and obvious as the 1991 Topps cards. Upon the news of the 1991 Topps cards I began testing a ton of junk era sets under a strong light and several products had a distinct glow effect but none anywhere near the strength of the 1991 Topps.
Those images on the ebay listings do not really suggest a major difference but it could also just be a low quality light source combined with the fact that it is very difficult to properly photograph the effect. Either way, I already loathe the Donruss Inc./Inc stuff and its effect on the marketplace choking up "error" and "variation" search results, can't imagine having to weed through this too.
