I agree. ON every transaction page there is this Disclaimer :

As well, for those who wish that the site would do everything for them, well that just isn't possible. I asked Admin to make it so that if I put a 4,000 ct box by my computer, all the cards would be logged in to my collection by the end of the day. He siad it was not possible just like he could not narrow down the field of members who might trade with me.
Seriously, don't collectors enjoy the hobby and all its parts including finding that elusive card be it at the Flea Market, LCS or a fellow member on this site?

I think this is blending two different issues though. Some responses are beginning to refer to new users and those without established feedback. Every person like that I've come across has been totally understanding as well. After all, we were all new at some point, and without those individuals who are willing to take a chance (with safeguards in place), no one would have any feedback at all. I would think anyone with dishonest intentions likely wouldn't agree to that situation, and the problem would resolve itself. So, yes, you're right - that part of the issue should be handled by individual members.
On the other hand, Joshua's original post is referring to those repeat offenders; the ones that have been around here for a while and have become "bad traders" or proven as "scammers". Joshua's idea has more to do with those who get in over their heads or "go missing", and end up with four or five straight bad trades and negative feedback. This idea would stop those members from creating more trades until outstanding issues are addressed and taken care of, thus stopping others from being "taken for a ride" by a dishonest member.

Its in plain site and simple. View the feedback %.. I recently got taken on a newer trader who had a few good reviews. Then he went rogue. The feedback shows it now
. Its RIGHT IN FRONT OF US. lol lol

Another possible solution is a feature I saw on another site. It shows all accounts that share same IP addresses. Some might be legit two different people, if a father/son are in the same house for example or if two people use the same public wi-fi they might show as logging in from the same place. But over all it allowed people to see who was creating duplicate accounts.
If you see someone with a new account sharing the same account as another account with series of bad feedbacks, that would save a lot of people the risk of being scammed again.

I have submitted this again (below is the text I sent).
"I submitted this a few weeks ago and I don't know if it was considered or not, but I didn't hear anything so my assumption is that it was not approved.
Please see this forum post for some discussion on the topic. This is aimed at veteran members (at least one whose ID has been updated various times) who've historically or suddenly had problems keeping their end of trades. It would also include known scammers, but would not apply to newcomers unless they are linked to a previous ID with these issues.
I recommend members that have multiple (2+?) transactions where they've not sent or made right a trade/sale and have received negative feedback for said transaction. I propose that those members lose their ability to participate in future transactions until ALL trades/sales have been successfully fulfilled based on the victimized member's acknowledgment. This would allow a member to work himself/herself back into the good graces of the membership.
Perhaps a member committee of L8s (or others who have established themselves as exemplary trade or sales partners) can assist in implementation of this."
I'll keep you informed as I hear back from Admin.

I think the issue is that it would be fairly easy to abuse, a few acct could conspire to get people blocked if they felt like it.
Nothing will prevent a good (or new trader) from going bad, so trade with care and look at feedback. If you trade with people with a bad track record, don’t be shocked when you get burned..

Admin has approved this proposal for a vote. He's calling it the Transaction Dispute Manager.
Remember a lower number means a higher priority.
