Incomplete sets

I put in an IR and was told it was being referred to Admin this morning. I was pressed for time this morning so I wasn't sure if that's how I handled a similar issue with another set recently.

Oh hey, I was right. That was my suspicion (I was the one who kicked it to Admin to fix).

A couple of things...

I checked how I handled this previously and it was not via IR but by sending Admin an email, so my apologies if I unnecessarily added to the IR process.

Dan and Jason, thanks for clearing up my understanding of how these are calculated. I wonder if the system simply needs to extend to a third characteristic like Notes in cases like this? Both Mantles have note2 entries.
