*Warning* Answers provided but may be boring- there is a skip ahead marker below :) This is not *official but what I've seen / witnessed as a consumer, collector and multi-store merchandiser (some may call me a vendor but that is not correct) who purchases and / or opens / sets / orders some of the repackaged products mentioned. Opinions are my own and not a reflection of any company worked for or whose products may be seen or placed (the preceeding statement may seem excessive or "dumb" but sadly a necessary inclusion on my part)
I used to (still do but not as frequently) buy the same products and felt the same way with regards to the original Fairfield shelf boxes of cards-I especially preferred the 'older' football boxs containing 75-100 cards from a wide array of years/brands and had lots of inserts compared to the 30-45 card average where half are ALL regular or red Sage singles...and how the older, 50% clear plastic box design allowed you to "see" any thicker stock cards inside.
Pre-2020 Target always (and only in our market) sold the basketball cards whereas but Walgreens and RiteAid / Duane Reed had the baseball and football boxes. As wth everything else, the pandemic had effected the repackaging market and production went on hiatus for basketball cards while being inversely ramped up (but redesigned) for baseball and football; less cards per box, cheaper inserts and packs included, harder odds for a special pull- e.g. baseball went from 1:4 to 1:8.
My humble opinion is that basketball cards don't lend themselves as easily to this new model of profit over promotion. It became clear they could still sell boxes without delivering so many inserts as people began to look for these (especially the really cool 3-4 pack shelf product - not the MJ Holding hangers) and often one buyer would hit all nearby store subsequently clearing entire shelves of the boxes to resell online.
Remember when Target decided to limit purchases of cards at one point? This impacted the repacking companies too. The companies wanted product in their store but could reason basketball they created the boxes with 8 unopened packs of Hockey cards but in some U.S. markets, like here in NC, they didn't move.
** Skip HERE for current standing ** The good news is that product is being produced again but slowly and in the pack format. It is hard to find but they are slowly releasing boxes of 8 unopened packs of NBA cards to Targets for about $15 or $17 M.S.R.P. I bought one two weeks ago before I was pushed aside- literally- and a larger "gentleman" grunted and grabbed every other box before offering to pay me for the one in my hand I hadn't yet bought.
All packs were from the last 3-4 seasons I think 2020-21 Prizm & Illusions, 21-22 Hoops, Donruss, Chronicles Draft Picks and another Prizm pack from a different season. No autos, mem nor S.N. cards in any but still worth it as a collector, I still haven't begun reselling my cards. As of now I can't comment on anything not on shelves but there are still boxes being shipped out, there are some more changes are coming!
