Jack Suwinski is not a rookie. Topps Heritage 2023 has an RC on it.

That's because someone at Topps screwed up and didn't pay attention. Would end up going to just because it's on the card doesn't make it so. Was probably an unintentional add by Topps, but not surprising considering their recent (pandemic era) quality control issues. Confusing, yes, but yes, not a RC.

No, his 2022 releases do. Note that there is no RC note on the Heritage release you mentioned. His proper RCs are in 22 and noted as such in here too. I would never advocate for the 23 card to be a RC. Topps screwed up...and I'm sure there's some seller out there that'd take advantage of that.

As stated in earlier posts, there are so many manufacturers stamping out anything that (they think) will have the slightest anticipation of future value to the general public, that it is difficult to keep up anymore.

There wasn’t enough backlash when the “RC” shield/logo became a thing. Never needed it before and it’s caused more confusion than less in many cases. In making a determination step one is ignoring whether a card has a logo or not, it’s irrelevant. Their purpose is to print cards, not mandate “rules” that ultimately no one cares about to begin with for our hobby.

And all the confusion over the "RC" shield is why this site sticks to first "Major Releases", base cards only. No inserts, no parallels, no "team sets" or "team issues", no "on-demand", no "college" releases, no "oddballs".
(and yeah we know Soccer is a whole mess)

I treat the RC shield the same way I treat a Topps RC trophy, I ignore it unless it is a first major release card. RC's are RC's XRC's are not and neither are the myriad of inserts and parallel cards that come out that same year. Dealers will claim X is an RC but it really isn't and the hobby has had the same definition of what constitutes a rookie card as long as the hobby has existed
