Looks like Nelson Liriano and he was #16. It doesn't really look like a 16 though...

I'm mostly organizing over adding right now.

Dont think it is Jimmy Key. 1st off they are holding the ball in their right hand, which of course doesn't eliminate Key.
But those 2 never played on the same team. Key left after the 92 season, Stewart joined in 93 (effectively replacing Key in the rotation)

For cameo IDs, sometimes you need to look at the previous year roster and sometimes it is the current year roster. Thanks to Candian Codhead we now know the Stewart card has players from the 1993 roster. We also know it is a white player and is likely a pitcher without facial hair. That still leaves:
Ken Dayley, Pat Hentgen, Al Leiter, Doug Linton, Todd Stottlemyre, Mike Timlin, Woody Williams
Can you eliminate any more Codhead?

Well, pretty big Jays fan, but I just dont think enough is visible to call it.
The fact it is a 93 spring training pic also eliminates Cone who was mentioned earlier since he was only here in 92.
100 percent it is Wells on the left though.
If you absolutely forced me to give a name from that team, I'd actually pick a non pitcher and say Dick Schofield. But that's a 100 percent non confident statement.

Mike Timlin collector here. I don't think that's Timlin on the right. I was thinking Gene Tenace.

Agree, it's not Timlin, and I'm pretty close to absolutely sure it is none of Leiter, Stottlemyre, Hentgen or Williams.
Didn't Gene Tenace sport a mustache when he was with the Jays, especially earlier in his stint ? Most of the photos I can find of him as a team coach show him with one (which doesnt mean of course he could have had it off for a period)

I agree with others who have said Kevin Young. I think it is the sixth inning play from this game, when he gets thrown out trying to advance from first on a fly ball to center. https://www.baseball-reference.com/boxes/CIN/CIN199307040.shtml
