That's how I picked up a few Atari game cartridges from Sears back in the day (Activision Ice Hockey for one). Switched the price tag with something cheaper from the same department. In these modern times I thought all the info is within the barcode on the box. I've never been to a Meijer's myself, but do they have self checkout? I doesn't say in the article how he was able to pull this off.

Meijer is mid-west (mainly) icon here in the states. They absolutely have self check out. I’m a bit confused about his tactics too. When there’s a will there’s a way. I’m guessing details were withheld in an effort not to give ppl more ideas on how to accomplish this. I’ll update if I learn more!

If I had to guess you print a barcode of a similar weighted item and slap it over the existing one.

If anyone wants a detailed explanation of the topic let me know. I can give you some pretty cool info but It will take a bit to type it up and I would rather not if noone is going to read it or read it and dispute it. Not that you cant disagree with what I will tell you but you would be wrong and I wont be able to further talk about it to tell you why,

While it was not exactly the same as this guy, I have seen similar things in action in retail. Earlier this year I saw three Topps factory sets at Meijer. They had the plastic wrapper ripped off and factory set inserts were taken out.
I was tempted to ask if I could purchase them at a steep discount, but I ultimately decided against asking.

Switching price tags / barcode with something cheaper, then "paying" at the self checkout is a serious issue for store security / loss protection department these days, based on the documentary I watched. Another issue is "customers" who switch packaging or stuff a small item in another product.

This is why so many stores are offering free curbside pickup. They can pay people to do the shopping for you for what it saves in 'shrink'.
