I used to scan at 300 DPI. But now I do 600 DPI and resize the long side to 1280 and keep aspect ratio. File size always reduces to less than 1 MB (usually around 600-800 kB) for standard size cards. I use Photoscape X as well (thanks Billy!!)

That worked, you can see here that the front was reduced in paint to 60 percent and that brought it under 1 MB. and maintains it size when viewing the image in TCDB
