SGC dropped their submissions (valued under $1,500) to $30. If you submit with a bulk submission its $25.
They claim "NO BACKLOG, NO BLOATED TURNAROUNDS, NO GAMES
Just accurate grades in a timely manner. Starting at $30/card."

He means that they will grade any card with a "claimed value of less than $1500" for a fee of $30 per card.
I remember when I thought grading a card for $10 each was ridiculous!

They put fees on the value of a card because they ship them back with insurance on them. If you submit a gold prizm Tom Brady, there is a percieved value of potentially over $1500 and they will insure the shipment for that. It's not an exact science on either side, but it works to get the cards back to you. They would be foolish to not ship insured and then bear the full liability of legitimate and fraudulent claims.

As for who "values" it: the submitter puts the value on the card when they request for a card to be graded. If you short-change yourself by putting a lower value and the card goes missing in the mail, you lose the card and anything above the value you claimed for the card.
Edit to clarify: The "fee" is the price you are going to pay no matter what. It doesn't matter if the card is worth 5 cents or $1,000, you'll still pay them $30 per card to perform the service you are requesting. And claiming a value is only about insurance for mailing the card back to you.

"No games?" LOL. They literally raised their price to $75 right after PSA announced it was shutting down. Now they are magically reducing it to $30? I guess no one was desperate to pay their over inflated prices.
