I've always wondered about this.

I have a trade proposal in waiting that I have sent. They have not excepted. 

Are the cards I have on it off the table for others?

1. If someone sends me a trade offer, can they offer a card on my want list that is on the trade I've sent out?

2. Can they ask for a card, I've placed on the proposal I've sent out to someone else?

Until the offer you sent out is accepted, ie if it is just pending and not in progress, the answer is yes to both 1 and 2. The cards are not off the table. You could end up owing two people the same card you only have one copy of.

That explains why have gotten the same card and why no matter how hard you try to keep the lists right, you sometimes find you don't have the card when pulling a trade.

I'll have to keep a list of cards in the air that should help.
