Thanks, I've found it. I've never had to request a refund before. I don't think this guy is a scammer, just completely incompetent :)

Make sure you get a FULL refund. I've had sellers not refund shipping. Had to have ebay step in to get it. ------------------------------- *Someday my cards may double in value and then be worth half of what I paid for them.*

In the process of organizing my cards rights now, so there will be a lot of new cards added going forward.

Sept 1 - Purchased a card using PayPal
Sept 6 - Politely asked when the seller expected to ship. Replied that his uncle had died and would mail on the 8th.
Sept 9 - Card still not mailed. Asked him to refund me if he wasn't going to mail. Told me that he just located the card and would send on the 11th.
Sept 12 - Flat out asked for a refund. He replied with "sorry again"
Sept 15 - Requested an official refund through Ebay. Ebay would interevene if not solved by the 19th.
Sept 18 - Recieved a message from the seller. "will be mailing in a couple of hours". It is 7:20 PM now and no sign that he actually mailed.
